The annual limit on dental ($3000) and paramedical benefits ($3000) is calculated from January 1 to December 31, which means that your limit will reset as of January 1, 2014. In practical terms, this means that whether you have spent $50 or hit your limit of $3000 in 2013, you will have a new full amount of $3000 available to use for 2014.
Please note that this does not apply to vision benefits ($400 limit), which is calculated based on a 24-month rolling basis.
